Automatically add & turn on Alerts

Template Attribute: When device is added it can automatically add and turn-on the default template alerts.

• Default alerts set in template will automatically be setup AND enabled.

• The user cannot disable these at Smart Monitoring set up screen (checkbox will be hidden).

• This was added at BASF request but is generic and so can be used with any template.

Attribute: device_setup_alert_is_enabled = true
